I would recommend that the ticket on shale bugzilla be closed in favor of the ticket on myfaces jira ticket
http://issues.apache.org/jira/browse/MYFACES-806 because I think it was agreed that this file would reside inside tomahawk.jar instead of within shale. The concensus on the shale ticket http://issues.apache.org/bugzilla/show_bug.cgi?id=37024 was that any view technology that supports clay would provide it's own config file. In addition to being closed the shale ticket should probably reference http://issues.apache.org/jira/browse/MYFACES-806
