The problem is that Struts has been neglected and is no longer a viable
option for the future.  Much of this, in my opinion, is due to splitting the
"afficienadoes" with JSF's attempt to get the branding.  I don't think that
the merger is going to do it.  I cannot see how Struts is going to be able
to be viable in the long run.
