Is it the Struts DTDs or the Validator DTDs that are causing the problem? I had the same thing happen me on a machine with no net access are few months ago and upgrading to the latest Validator and also changing the DOCTYPES to the versions actually in the jar files did the trick for me. I don't remember the exact details but it was solved on this mailing list so if you go back into the archives you should be able to find the solution.
