You are correct.  Nesting tags do *not* work.

Try this...

<jsp:useBean id="paramMap" class="java.util.HashMap" scope="page"/>

<c:set target="${paramMap}" property="id"
          value="${obj.id}"/>

<c:choose>
  <c:when test="${var=='dog'}">
<html:link action="/strutsAction" name="paramMap">text</ html:link>
  </c:when>
</c:choose>
