If you want a lot of control over authentication and authorization, consider looking at securityfilter (http://securityfilter.sourceforge.net/). This is implemented as a servlet filter so it works across many versions of many containers, frameworks, etc. For instance, you could use this with either Struts 1 or 2. The code is pretty straightforward, too, so it's pretty easy to customize to meet your needs. Apologies if you are looking for a Struts-specific solution.
