An included file within struts.xml is expected to be an S2 config, AFAIK. Were there any error messages in the logs? If you're using the S1 plugin then the docs at [1] give a decent overview. There is a known issue with using the S1 plugin with S1.3.8, but you indicated you were using S1.2; I think you're having some more basic configuration issues.
