In action set the corresponding LOCALE.
request.getSession().setAttribute(org.apache.struts.Globals.LOCALE_KEY, new
java.util.Locale("en","US") );
So that Struts automatically takes the respective properties file.
But remember to use the bean tags to display the text in views.

where to define this location in struts.xml file.
