Yes. And yes. The functionality (to handle active transactions during rebalance/splits) was checked-in post-1.3.0. It is disabled currently, but should be enabled in time for 2.0.0.
To clarify - for 1.3.0, we still need the current recommendation for balance_switch for 2.0.0, the recommendation is not needed since the functionality will be enabled by default. In the interim, a user will need to enable the functionality manually.
