SNAPSHOTs are available in the repository at repository.apache.org in the
"Snapshot" section.
Include this in your pom to access it, in the <repositories> section

<id>apache.snapshots</id>
<name>Apache Snapshot Repository</name>
<url>http://repository.apache.org/snapshots</url>
<releases>
<enabled>false</enabled>
</releases>
</repository>
