Apache is not enabled by default; the system repo runs a separate instance with its own configuration, and only on local ports. And the Apache package is only ten megs, which may not be great, but compared to things like iconv/utf-8 which is present in every zone, it's teeny. > lighttpd was moved to Userland. Whoops; read the rename as an obsolete. At any rate, I think it was evaluated, but not found suitable. I don't remember the reasons why.
