there's no extra approval needed for userland afaik. certainly
I never get any mail about such

I suspected as much. Now that there is a update branch and a SRU
branch, the RTI's get marked as a patch RTI, and the standard
webrti email is sent, at least that is my guess. So, there
appears to be no gatekeeper to wait for now.
