   There is, though I think there can be occasional exceptions.
The cut/paste isn't as bad as it appears. I use

    gmake sample-manifest

to get a list of all the files that the emacs installer delivers
to the proto, and then:

    - All .el.gz files go to gnu-emacs-lisp manifest

    - The executables go into their corresponding gnu-emacs-XXX
      manifests

    - Anything left goes into the main gnu-emacs manifest.

Although the webrev makes it look otherwise, it's a simple
and largely mechanical process.
