Rich:
The Desktop team is using license file format like the attached one we
use for liboil. We use a header that provides the module name, version
number and tracking number before the license text. My reading of the
requirements was that the license file had to contain all this info.
But, perhaps the name and version can also reasonably be figured out
from the package in other ways.
Should we be using a more common format across Userland & Desktop?

That being said I've noted the minor diffs from your license text
