This seems to be the wrong way of fixing this - the "source" files in
the gate should continue to contain the CDDL so removing it seems
incorrect.
I asked on cteam alias and got no reply whether we must have CDDL
license or not. So since it is removed anyway during build I though twe
don't need to have it.
"Source" files should have the CDDL block on them but when they're
delivered into the proto area, they should have their CDDL block
removed. This generally applies to any text files like header files,
manual pages, etc.
