If that's not possible, then maybe (I haven't tried this) you can set:
PKGMOGRIFY_TRANSFORMS =
in your component Makefile (and rebuild/republish).
This worked.

Hopefully this will override the existing:
PKGMOGRIFY_TRANSFORMS += $(WS_TOP)/transforms/libtool-drop
in .../makefile-rules/ips.mk
