Both are stable, 1.7.0 has updated its DotNetZipLib to the latest release and added some more things like implementing IDisposable to Destiantions. There isn't any reason that I know of the use 1.6.5 if you are starting fresh, it is intended as a bugfix for those who have been using the 1.6.x line for some time and do not want to risk and issues due to updated dependencies or API changes.
