After commenting out the gzipFilter in web.xml, the data value in the form
can show chinese or japanese. 

But I realised another problem with the lable or <fmt:message
key='facilityList.heading'/>, I have keyed in the chinese characters in
ApplicationResources.properties, but the chinese characters does not show
properly on the screen.

For those users who use ApplicationResources_zh_CN.properties, don't you
guys face the same problem ?
