Looks like there are a few problems here

It should be possible to have a dependency between any 2 model
elements. However not all model elements have dependencies displayed
on the prop panels. That looks like a fault to me.

Secondly it should be possible to add and remove these dependency by
interacting with the prop panels or the explorer as the 2 model
elements may not be on the same diagram.

Thirdly it looks as if we want something similar to
http://argouml.tigris.org/issues/show_bug.cgi?id=3925 for dependencies
so that we can show and draw this graphically.

ArgoUML tends to be fairly restrictive about which types of model elements
can appear on which diagrams.  Additionally, most modeling operations can
only be performed graphically.  The combination of these two restrictions
makes it pretty difficult to do things like create relationships such as a
Dependency between model elements from two different types of diagrams.

It's probably worth creating an enhancement request for these restrictions
to be relaxed, assuming it doesn't already exist.
