One phoenix SAR file equals one phoenix application, right? One application contains 1..n blocks which offer services to the other blocks in the application.

Correct.

My question is that are the services offered by block A in application A
available to other applications as well (not just within app A).

I don't think you can - unless you use a workaround like publishing a service reference into JNDI and pickling it up somewhere else - put this is problamatic bacuase of questions concerning ordering of deployment and so on. There maybe something you could do with an Phoenix application listener - but its been a while since I played with any of that stuff.

Can I
lookup service offered by block A using ServiceManager.lookup from
application B in different SAR file?

No.

If you want to get composite component management you can wait a little and use Merlin wich provides much strong support for these sort of requirements (but Merlin is a sandbox project and is considered a moving target).

Cheers, Steve.
