Question Regarding Separation of Framework Jars

I noticed that the framework jar has been separated into 3 jars:

framework-<version>.jar
framework-api-<version>.jar
framework-impl-<version>.jar
1). What is the purpose for this?
2). Why is there an overlap in the classes stored in the first and second jars?
