Merlin is just as much meant for servers as Phoenix is.

And I'd like to add that we still support Phoenix.  As someone
mentioned, development on a Phoenix-like container is going on at Loom,
but you can still use Avalon Phoenix.  It's stable and effort is being
made to make sure Phoenix applications will still work in Merlin.  So
the biggest question is which container offers all the services you
need.

Also, if you go with Phoenix, try not to import any phoenix specific
classes.  Keeping your components only directly dependent on Avalon
framework is a good practice since it simplifies moving from Fortress to
Phoenix to Merlin if the need arises.
