the whole javadoc tag area is something that has seen a lot of discussion:

the tags that merlin uses are different from those that fortress uses, which are again different from those that phoenix uses. We know this is "suboptimal", but no-one has made an effort to change these things (yet). (BTW, we're always looking for volunteers :D)

There is a small point you missed in the above.
Avalon has one tag specification. This is a part of the Avalon Meta package.
- the tags used in Merlin are the standard Avalon Meta tags - tags in Phoenix generate <blockinfo> meta-info which is recognized by legacy readers within Avalon Meta package - there is also interest is bringing Fortress up-to-date with Avalon Meta on both tag and binary compliance.
