That's because the mouse wheel driver doesn't implement the Windows
mouse wheel API, but "hacks arounds it". Install another driver, e.g.
one that comes wi9th Windows. I know, others things won't work then
anymore, but complain to Logitech (not using the API) or Microsoft
(creating a bad API). ALternatively, wait until the driver vendor adds
special code for Mozilla.
