Well, I do Mozilla related development and if I hear about a really good suggestion that I guess is new, then I will pass it to mozilla.org. We might create a more formal and better process in the future. You can search through existing suggestions by searching bugzilla.mozilla.org for "bugs" with severity enhancement. See <http://www.mozilla.org/bugs/>. Note that there are lots of people making suggestions and many of the thinkable suggestions have already been made.
