I had a slightly strange experience today. I was asked to look into a
couple builders that apparently had never run. The workers for these
builders did have other builders, and those builders were producing builds.
Looking at the builders, I could see that builds would queue, and
apparently get executed. But there was no history of completed builds.
It turns out that the builds had no steps (I'm not going to bother
explaining how that came to be, it's a bug in our master.cfg).
Is it the intended result that builds with no steps will never show up
completed in the UI? Had these builds shown up in the UI, we'd have
immediately seen that they had no steps.
