Hi Neil, No this is not intended that a build with no steps produces no update in the UI.
We have some integrations tests that produces builds with no steps. I just double checked that they actually produced correct data. I also tested an empty builder based on the default pylint configuration, and the build is showing up with empty list of steps as expected. Do you have any exceptions in twisted logs? or any exception in the browser console?
