The hosts would be in a cluster, but their storage is local to the host. I'm not aware of anything in cloudstack yet (storage migration is slated for future versions) that would make it aware of replication done on the host level. People are experimenting with Ceph for primary storage, but I don't know all the details on what is/isn't possible with that.
