ACS 4.4.1 network.throttling.rate - Advance Zone- XenServer 6.2

Hi all, I notice transfer rate between VMs in same network is about 
20MB.  In Globol settings I set

network.throttling.rate= 1024

did a transfer test, rate still the same, any ideas? suggestions?
