"guest network" in the GUI is  Shared Network, can be created only by an
ADMIN, and visible to whoever you decide (public or private for some
domain/account)

Isolated network is the other thing, admin creates offering, user create
the network as "Add Isolated Network"

that's it. VPC = many Isolated networks begind the VR
