@bhorvitz yes, Veeam initialises the worker VM with user data. While deploying, CloudStack passes the userdata to the VM as any other regular VM. With your network setup, are you able to see userdata working on other VMs deployed in the same network? Does your shared network's offering have Userdata as a supported service?
