There are Pro's and Con's about it. To limit the failure domain you still may want to keep them separately (separate Regions) and rely on automation to configure the different regions. Authentication can be done centrally. You may want to have a separate web page with the different regions to choose. Once you're authenticated using SAML you can switch between the regions from there. There are ideas to make that regions switch as part of CloudStack.
