I am extremely frustrated. I have upgraded to Cocoon 2.1.3 and am trying to
unit test my application, but it doesn't work because I cannot find the
version of the source for ExcaliburTestCase used by 2.1.3.
Where can I download the source for excalibur-sourceresolve-1.2-dev?

What's that you're looking for exactly? Cocoon's CVS HEAD has excalibur-sourceresolve-1.0.2-dev and not 1.2-dev. And what't that got to do with ExcaliburTestCase?
