Jupp, for the new stuff use the link from Geoff. I would do it like 
CreateMinimalWebapp2.1dev.

And in 2.0.x this is very difficult and there is no point as any new 
projects should be using 2.1.  In 2.1 it's still harder to add stuff to 
a binary than to exclude it, which is why we have the current 
source-only dist and why we are spending a lot of effort to implement a 
totally new model in 2.2 called "real blocks" because of a quirk of 
history.

It should be legal if you stick to the ASF license rules.  It is being 
done already, at Galatea.com for example.  Don't know if he has a bundle 
for 2.1 or not.
