Well, I made a simple test and don't work. :-(
What you are trying to do can be partially called escape/unescape XML. I
think you can google for a tool that does that. Maybe in perl or python is
already a tool. If not, I think Xerces can help you in unescaping only
some entities, because you don't want to escape others as '... but
maybe this link is useful:
