Only if you have �xmlns="http://www.w3.org/1999/xhtml"� in your XSL stylesheet. If the stylesheet does not have a namespace for html, it will recognize html elements without a namespace.

That's wrong. It's completely independent of a default namespace declaration in the stylesheet.
