Are you saying that XSLT2 will not be in Cocoon unless XSLT2 is a w3c
recommendation?

Depending on which rumour you believe it could be another 6 to 12 months 
before XSLT 2.0 is finalised i.e. reaches Recommendation status at the W3C..
