I hear what you say; but I really do not want to download,
install and learn an entire CMS just to add some small function
to an existing website... maybe no one else has a need for
this - in which case I will obviously have to do the work myself,
but its always worth asking first ;-)

Don't know how "simple" you require, but Lenya 
(http://lenya.apache.org/) is a CMS built on Cocoon that does everything 
you listed and more.  A barebones system like you described is 
definitely possible, but I'm guessing you'll be hard-pressed to find a 
developer who wants to spend the time building one when something like 
Lenya which already works well exists.
