Not sure, but I think you can include the username and password in the service's URL, something like:

In principle, the authentication parameters for BASIC AUTH go into the HTTP header.
E.g. have a look at
http://www.w3.org/Protocols/HTTP/1.0/draft-ietf-http-spec.html#AA

The Web Services Proxy Generator supports different style of authentication, but you can also use Axis directly.
How do you intend to access the WS?
