Yes, that's the best option since you don't need the imageop block. You can even still serve images from Cocoon. The ImageReader is only for applying transformations to images on the fly, a rarely used feature I'd say.

local.blocks.properties is correct as it is written in the blocks.properties. You have to have it in Cocoon's root dir where block.properties is as well. You also might need a "build clean" after removing a block. Imageop block has no dependencies so there should not be any new compile errors resulting from the deactivation.
