I have submitted my vote for the JIRA Bug CONTINUUM-1845 http://jira.codehaus.org/browse/CONTINUUM-1845 Notification mails is not always sent but just if the build state changes
Also, the default for the proposed "sameStateSend" property should be true
That's the only solution for now - I believe there is a request in JIRA to allow configuring all these options from the UI. I'd suggest searching for that and attaching a vote.
