There is a JIRA to enable this https://issues.apache.org/jira/browse/CXF-1355 (I think, this seems to talk about looking at beans found in the Context. Not really scan the entire war/classpath for @WebService things. Is that what you meant?)
No one really followed up on it to see if the attache patch was really usable or anything.
