This shows the WS-A To header present in the CXF message. The policy says it should always be included in the signature, but its not (only the Timestamp is being signed), so this looks to me like an error in CXF. You should enter a Jira bug report attaching the full policy and messages, that way it won't get lost in the list noise.

Thanks for taking the time to help.  This is very helpful.  Do I need to add
a custom interceptor to handle this?  Should the Policy interceptor be able
to interpret this?
