In my case removing it has no side effect, everything works. I use Soap 1.2
and this attribute is not mandatory.. so it must work.
also checking the code

handleMessage:

String action = getSoapAction(message);
if (!StringUtils.isEmpty(action)) {

so if we have null or empty (actually empty is different than null), it
goes no further and return.

SoapActionInAttemptTwoInterceptor.handleMessage

String action = getSoapAction(message);

            if (StringUtils.isEmpty(action)) {

                return;

            }

same here later in phase.

i think everything will work with Addressing feature disabled.
