Well, question how often people really do this - accumulated over all users and all use cases, expressed as percentage of their overall work. Out of my head, I could imagine a high number of nice, convenient, useful features which might fit the one or other purpose. I just fear we will never convince enough developers to work on all of them, so we need to prioritize. Usually, it's not really a problem of the UI of OOo, but of the locale - which often are the same, but don't have to be. This way, you don't necessarily need to install an english version.
