Some more on this. A lot of the problem has disappeared since RC1, however, it still occurs sometimes. I use Base on top of MySQL (4.1.14-nt on WinXP, OOo 2.0). When I start working with Base all is fine. Then I leave Base and do some work on the database in MySQL Query Browser. Closing Query Browser and going back to Base, voila, Read Only. So far only way I found to resolve this state is to log off and back on again. Hope this helps.
