Let me try to phrase it this way.

I can then create an installation where some users will only be able to
access resources within Base files pro grammatically?

Here this includes the ability to use tables and query as data sources via
the data browser window. But it also means that I could access the Base file
from custom scripts also. So for example a user might need to run a set of
reports, this could be accomplished by building a custom menu / tool bar and
calling a script that launched those reports. This same user however would
have no way to edit those reports in edit mode, even if they Base file
itself is not 'read only'?

Do I have the full effect of it now?

Ehm - no and no.

It introduced a configuration option which /completely/ removes the
"Edit database file" from the context menu in the data sources view (aka
data source browser). Together with tampering with some other
configuration files, this allows you to effectively seal all entry
points (at least the ones available in the UI) to Base' application main
window.
