Yes. A Page header, by definition, is text/content which appears at the
top of a page. Whether this page does contain the report header or
report data is irrelevant. Certain competitive products do it the other
way 'round, but what Base produces here are documents conforming to the
OASIS Open Document standard, where "page header" has a clearly defined
semantics.

You should be able to produce the layout you want (probably some kind of
tabular report) with other layout means, for instance by using a "dummy"
grouping with a constant value.
