good, I think this will at least help me clarify concepts.

Well, you do that in the IssueZilla system at the main OO.org site.
I would suggest you do this:
Go to the dba project page
http://dba.openoffice.org
On the left side of the page you will find a menu with the option
Issue Tracker
This takes you to the main screen for the dba issue tracker, I would also recommend you read over the reporting guidlines. There is a link from that page.
HOWEVER, before you do any of that.
Also, back at the main dba project page is a link for QA, go there first. You will find a couple of pre-made queries that will list all the open issues in the sytem for the Base module, also a query that will show you issues that have been fixed, but not yet integrated into a copy of the software available for download - pending the next release. It may help to check that first and see if the problem hasn't already been reported. It could save you some time.
