Yes, for shure. The graphical Base tools provide for a handful of tools,
covering just a small fraction of the available features.

However, I have been thinking about this further and forming a different
opinion.
The certification is for OpenOffice.org, Base, it is not for a Database
Administrator.
There are many resources already available for general SQL subject
matter and for specific database engines. What is lacking, and what a
course such as this would offer, are the skills to apply the concepts
and perhaps exercises, from these other resources using Base.
Further one needs to think about common uses of Base, and normal users
of Base, in an office environment. Thinking this way I would approach it
by first looking at set of common tasks and then at what skills one
would need with Base to perform those tasks. In other words a
certification curricula is not the same as an academic curricula where
one is looking to teach core principles.
So, the material should IMO have references to these more general
materials for sure. But to try and cover what is in those other
materials is really beyond the scope of a such a program.
