That happens to my first try too. I've got back my mail today, which I had sent on 19 Feb 2009, with the same comment as you. At that time I had not been subscribed and the owner of the list would had to moderate the mail, as in other mailing lists too.
I resent my mail on 23 Feb and that mail makes it way through. But than I got a mail to confirm my wish to subscribe, although I had not tried to subscribe. I have confirmed it.
It seems that first subscribing and then writing the poll mail is the easier way.
